Alternatively, the Chair will invite anyone wishing to speak in the audience  

to come forward at the appropriate time during the meeting. Delegations shall be permitted to speak for a maximum of ten minutes per agenda item. Should you have any handouts, 20 copies are required if you would like them distributed to the members during your presentation, or you may provide a copy to the Clerk which will be scanned and forwarded to the members after the meeting.  Also, should you wish to use a PowerPoint presentation, please forward it to the Clerk’s department at townclerk@oakville.ca by noon the day of the meeting.

By-law 2020-008,  to amend Town of Oakville Sign By-law 2018-153; Buy Buy Baby and Petsmart at Oakville Place Mall, 240 Leighland Avenue

Recommendation:

1.

That the request for an amendment to Sign By-law 2018-153 from RioCan Management Inc. to permit one fascia signs for Petsmart at 240 Leighland Avenue to be erected on the east external wall façade not occupied by Petsmart, as detailed in the report from the Municipal Enforcement Services department dated January 22, 2020, be approved.

 

2.

That the request for an amendment to Sign By-law 2018-153 from RioCan Management Inc. to permit one Petsmart fascia sign at 240 Leighland Avenue on the east external wall façade facing the QEW that exceeds the maximum sign face area permitted by 6.35 square metres, as detailed in the report from the Municipal Enforcement Services department dated January 22, 2020, be approved.

 

3.

That the request for an amendment to Sign By-law 2018-153 from RioCan Management Inc. to permit one fascia sign for Buy Buy Baby at 240 Leighland Avenue to be erected on the east external wall facade not occupied by Buy Buy Baby, as detailed in the report from the Municipal Enforcement Services department dated January 22, 2020, be approved.

 

4.

That the request for an amendment to Sign By-law 2018-153 from RioCan Management Inc. to permit one Buy Buy Baby fascia sign at 240 Leighland Avenue on the east wall façade facing the QEW that exceeds the maximum sign face area permitted by 10.06 square metres, as detailed in the report from the Municipal Enforcement Services department dated January 22, 2020, be approved.

 

5.

That the request for an amendment to Sign By-law 2018-153 from RioCan Management Inc. to permit one Buy Buy Baby fascia sign at 240 Leighland Avenue on the west wall external wall facade not occupied by Buy Buy Baby, as detailed in the report from the Municipal Enforcement Services department dated January 22, 2020; be approved, and

 

6.

That the request for an amendment to Sign By-law 2018-153 from RioCan Management Inc. to permit one Buy Buy Baby fascia sign at 240 Leighland Avenue on the west external wall facade that exceeds the maximum sign face area permitted by 7.75 square metres, as detailed in the report from the Municipal Enforcement Services department dated January 22, 2020, be approved; and

 

7.

Recommendation:

1.

That the request for an amendment to Sign By-law 2018-153 from Roberts Signs and Awnings on behalf of L.L. Bean to permit a fascia sign to be erected on the east external wall facade at 240 Leighland Avenue in an area not occupied by L.L. Bean, as detailed in the report from the Municipal Enforcement Services department date January 22, 2020, be approved.

 

2.

That By-law 2020-009, a by-law to amend Sign By-law 2018-153, a by-law to prohibit and regulate signs within the town of Oakville, attached as Appendix A, be passed.

Oakville Enterprises Corporation (OEC) Authorization Request

That the confidential resolutions contained in the confidential correspondence to the Acting Commissioner of Corporate Services and distributed to the Mayor and Members of Council only, dated January 20, 2020, from S. McCaughan, Chief Operating Officer, Energy and Infrastructure, be approved.

 

 

NEW BUSINESS

(Notice of Motion, Emergency, Congratulatory or Condolence)

 

In accordance with Section 14.1(2) of the Procedure By-law, the following Notices of Motion will be considered at the next Council meeting to be held on FEBRUARY 24, 2020:

 

Denouncing the Passing of Bill 21
Moved by Councillor Parmar          Seconded by Mayor Burton


WHEREAS in June 2019 the Province of Quebec legislated Bill 21 (“An Act Respecting the Laicity of the State”) which forbids public servants from wearing religious symbols;


WHEREAS Bill 21 is a divisive law that undermines equality in the name of secularism and instead contributes to further discrimination and intolerance;


WHEREAS Oakville is a multicultural community that is proud of its diversity and inclusivity;


WHEREAS The Town of Oakville is the home to many faiths and believes that the expression of faith is a fundamental right as outlined in the Canadian Charter of Rights and Freedoms; and


WHEREAS The Town of Oakville stands with other municipalities, such as Calgary, Mississauga, Toronto, and Waterloo, who have also condemned Bill 21 and believe in a Canada without racial or religious discrimination;


THEREFORE, BE IT RESOLVED THAT The Town of Oakville opposes Quebec’s Bill 21 and maintains its goal of building a welcoming community where all are free to express their religious beliefs;


THAT The Town of Oakville calls upon the Federal government to condemn and challenge Bill 21; and

 

THAT a copy of this resolution be sent to local MPs, Prime Minister Justin Trudeau, local MPPs, Premier Doug Ford, and the Association of Municipalities of Ontario.

 

 

Conservation Authority Funding and Mandates

WHEREAS the Town of Oakville has been well served by both Conservation Halton and Credit Valley Conservation;


WHEREAS we have a long history of working with both Authorities;


WHEREAS we value the efforts of the Conservation Authorities to monitor floods, to manage source water protection and to ensure the integrity of the watersheds within our municipality and to conserve our natural environment; and 


WHEREAS the current Provincial government is reviewing the mandate and potential funding to Conservation Authorities;

 

 

 


THEREFORE, BE IT RESOLVED THAT the Town of Oakville requests that the Provincial Government improve their funding of Conservation Authorities to provide a more stable funding base that would prevent any downloading of costs to municipalities;


THAT the Provincial Government maintain and not diminish the core mandate of Conservation Authorities; and 


THAT this motion be forwarded to the Minister of Environment, Conservation and Parks, the Minister of Natural Resources and Forestry, the Premier, the Leaders of all opposition parties, Halton Region, the City of Burlington, the Town of Milton, the Town of Halton Hills, Conservation Halton, Credit Valley Conservation and AMO to seek their support.
