2021 Halton Court Services Business Plan

 

-           Report from Finance Department, February 9, 2021

 

That the 2021 Business Plan and Budget for Halton Court Services and the accompanying Reserve Fund transfers, as detailed in the report from the Finance department dated February 9, 2021 and attached as Appendix A, be approved.

 

 

2.

2021 Budgets for Business Improvement Areas

 

-           Report from Finance Department, February 9, 2021

 

1.

That the 2021 Recommended Budget for the Downtown Oakville Business Improvement Area, requiring a levy of $1,148,382, as shown in Appendix A, be approved.

 

2.

That the 2021 Recommended Budget for the Bronte Village Business Improvement Area, requiring a levy of $351,500, as shown in Appendix B, be approved.

 

3.

That the 2021 Recommended Budget for the Kerr Village Business Improvement Area, requiring a levy of $412,511, as shown in Appendix C, be approved.

 

4.

That the relevant Board of Management approve any subsequent revision or reallocation of funds, within these budgets. The resolution shall be provided to the Treasurer, or designate of the town, who shall determine the significance of the change and advise if it requires Council approval.

 

5.

That the Boards of Management ensure that the procurement of supplies and services, within the approved budgets, meet the requirements of the town’s Purchasing By-law.

That By-law 2021-011, a by-law to amend By-Law 1981-066 (The Fire Route By-Law) be passed.

Corporate Policy and Procedure Update

 

-           Report from Clerk's Department, February 9, 2021

 

1.

That updated Occupational Health, Safety and Workplace Violence Policy (HR-MNG-005) be approved, and that Workplace Violence Procedure (HR-MNG-005-002) be received.

2.

That updated Temporary On-Street Parking Procedure (MS-REG-001-002) be received.

 

 

5.

By-law 2021-018 A by-law to stop up and close for all purposes a portion of Thomas Street as shown on Plan 1

 

-           Report from Engineering and Construction Department,

February 9, 2021

 

1.

That By-law 2021-018 – A by-law to stop up and close for all purposes a portion of Thomas Street on Plan 1, as detailed within the staff report from the Engineering & Construction Department, dated February 9, 2021, be passed;

2.

That the Legal Department be authorized to register By-law 2021-018 in compliance with the Municipal Act 2001;

3.

That the Legal Department be authorized to transfer the easement interests over a portion of Thomas Street to the various utility agencies following the registration of the By-law.

Application to Conduct Charitable Lottery Events - University Women's Club of Oakville Scholarship Fund

1.

That the report from the Municipal Enforcement Services Department, dated February 9, 2021, titled “Global Administrative Penalties for Non Parking and Order System”, be received for information;

2.

That By-law 2021-038, a by-law to establish a comprehensive system of administrative penalties for non-parking violations, a comprehensive system of orders and to amend By-laws 2002-034, 2003-021, 2005,062, 2006-071, 2007-135, 2008-098, 2009-025, 2009-072, 2011-045, 2013-013, 2015-075, 2016-083, 2017-008, 2017-038, 2018-006, 2018-045, 2018-153 and 2019-060, attached as Appendix A to the report from the Municipal Enforcement Services Department dated February 9, 2021 be passed;

3.

That By-law 2021-039, a by-law to amend Parking Administrative Penalties By-law 2015-071, as amended, attached as Appendix D to the report from the Municipal Enforcement Services Department dated February, 9, 2021 be passed;

4.

That the updated Regulatory Services Policy [MS-REG-001], attached as Appendix B to the report from the Municipal Enforcement Services Department dated February, 9, 2021 be approved; and,

5.

2021 COVID-19 Property Tax Assistance

 

-           Report from Finance Department, February 9, 2021

 

1.

That the report entitled “2021 COVID-19 Property Tax Assistance” dated February 9, 2021 be received.

 

2.

That By-law 2021-041, a by-law to amend By-law 2020-114, a by-law to provide for an interim levy in 2021, amended to include an application based property tax assistance, be passed.

 

10.

Tobacconist and Vaping Store Licensing Update

 

-           Report from Municipal Enforcement Services Department,

February 9, 2021

 

1.

That the report from the Municipal Enforcement Services department, dated February 9, 2021, titled “Tobacconist and Vaping Store Licensing Update” be received, and,

2.

That By-law 2021-028, a by-law to amend the By-law 2015-075 (the Licensing By-law), attached as Appendix A to the report from Municipal Enforcement Services, dated February 9, 2021, be passed and come into effect March 1, 2021.

That the report regarding Development Charges Update Study from Finance dated February 9, 2021 be received.

 

 

12.

Preliminary 2020 Financial Results and COVID Impacts

 

-           Report from Finance Department , February 16, 2021

 

1.

That the Preliminary 2020 Financial Results and COVID-19 Financial Impact report be received, and

2.

That revenues from supplementary taxes and payment-in-lieu of taxes in excess of budget be transferred to the tax stabilization reserve.

 

 

13.

Former Public Works Site - Disposition of Block 7

 

-           Report from Legal Department and Finance Department,

February 16, 2021

 

1.

That the Town proceed with the sale of Parts 2 and 3 on Plan 20R-21644 identified as Block 7 on the master plan for the former public works site at 2274 Trafalgar Road to 2486489 Ontario Inc. on the terms set out in Confidential Appendix C to this report.

2.

That the Town Solicitor be authorized to execute all documents required to complete this transaction.

3.

That the Oakville Municipal Development Corporation be paid a management fee of $25,000 for its work on marketing and securing a buyer for Block 7 upon successful completion of the transaction.

4.

That the Town transfer $500,000 to the Oakville Municipal Development Corporation for costs incurred and to be incurred in the coming months.

Oakville Enterprises Corporation Authorization Request

1.

That the confidential resolution contained in the confidential correspondence to the Commissioner of Corporate Services and distributed to the Mayor, Members of Council and CAO only, dated February 16, 2021, from Sean McCaughan, Chief Strategy and Growth Officer, attached as Confidential Appendix A, be approved.

 

2.

That the Mayor, as Shareholder Representative pursuant to the Shareholder Declaration, be authorized to sign the resolution for and on behalf of the Town in its capacity as the sole shareholder.
